Saint Paul, MN Mobility & Curb Rules: TNC Pickup Zones (2026)

Chapter 373 licenses transportation network companies (TNCs) operating in Saint Paul, and Sec. 15 sets the operating rules drivers must follow once endorsed. Subsection (b) specifically bars a TNC driver from picking up or discharging a passenger in three situations: on a designated taxicab stand, in a posted no-stopping or no-standing zone, or in any other area the code or state law otherwise restricts. The same section separately bars unlawfully parking a TNC vehicle on a public way longer than reasonably necessary to accept a prearranged passenger (subsection (f)), prohibits street-hail pickups since TNC rides must originate through the app (subsection (e)), and bars drivers from soliciting riders by word or gesture on the public way (subsection (d)).

Violations of the operating-regulations section are backed by the chapter's general enforcement authority in Sec. 18: the licensing official can pursue fines, license conditions, suspension, denial or revocation against the TNC company (not just the individual driver), and each day a violation continues can be treated as a separate offense. A driver or company found responsible for repeated pickup-zone violations risks losing TNC endorsement, and anyone whose license is revoked or denied under Chapter 373 is barred from reapplying for five years under Sec. 18(c). The licensing official, housed within the department of safety and inspections, administers and enforces the chapter and can adopt further rules for its administration.
