030(A) lists prohibited noise-generating acts under the city's 2008 noise control chapter, adopted by Ordinance 1417. 5 specifically targets alarms: it is unlawful to intentionally sound, or permit the sounding of, any fire, burglar, or civil defense alarm, siren, or whistle, or any motor vehicle burglar alarm, outdoors, except for genuine emergency purposes or testing, unless the alarm is terminated within 15 minutes of activation. 030(B) classifies a violation as both an infraction and a public nuisance. 030(D), an enforcement officer who encounters a violation can issue a written notice demanding immediate abatement, warning that a second violation of the same provision within 72 hours can trigger a criminal citation, notice of public nuisance, and confiscation and impoundment of the equipment amplifying or transmitting the noise as evidence.

030(E) empowers any peace officer who encounters that second violation within the 72-hour window to seize the offending components on the spot. 030(F) to file a written request with the police department to recover confiscated items. 130: a first infraction conviction tops out at a $250 fine, a second within 12 months at $500, a third at $750, and a fourth or later conviction within the same 12-month window at a flat $1,000.
