Section 11-39.1(a)(3) of the Noise Control Code names 'loading operations' as a nuisance noise, defined as 'loading, unloading, opening or otherwise handling boxes, crates, containers, garbage cans, or other similar objects,' which covers the banging and dragging that comes with delivery trucks servicing homes and businesses. Like every category in the § 11-39.1(a) list, loading noise only becomes a citable nuisance when it is unreasonably loud and interferes seriously with a neighboring resident's reasonable use of their property, particularly during nighttime; steady-state operations that stay within the § 11-39 decibel tables, 50 dBA daytime and 45 dBA nighttime at a residential boundary, are exempt.

Section 11-40(o) separately exempts town-permitted sanitation and recycling collection between 5:30 a.m. and 11:00 p.m., so routine trash pickup on that schedule is not itself a loading-noise violation even though the same banging-can activity would otherwise fit § 11-39.1(a)(3). Before officers cite a delivery-noise complaint under § 11-42(b), the town generally needs reports from two different complainants at two different locations at least twenty minutes apart, unless the noise is so loud that any reasonable person would call it a nuisance.
