City Code § 178-4B declares sixteen specific acts to be "loud, disturbing and unnecessary noises" that violate the article, and subsection (9) targets deliveries directly: "the creation of any unreasonably loud and excessive noise in connection with loading or unloading any vehicle or the opening and destruction of bales, boxes, crates and containers." That sits alongside the general prohibition in § 178-4A on making any "excessive, unnecessary or unusually loud noise" anywhere in the city. Unlike several of the other sixteen listed acts, subsection (9) has no built-in 50-foot audibility test written into the text, so enforcement turns on whether the noise from the loading or unloading was unreasonably loud and excessive under the circumstances, a call the Police Department makes on the scene under its § 178-4.17 enforcement authority.

A delivery business operating near a residential zone can also be reached separately through the numeric zoning-district limits in § 178-4.14 if the noise crosses into a residential district above the applicable decibel ceiling. Someone who cannot avoid a temporary loud delivery, for instance during a one-time move of heavy equipment, can apply to the City Clerk for a hardship permit under § 178-4.15, which requires showing there is no reasonable alternative and that the noise will be temporary.
