Summary
Mendocino County bars indoor and mixed-light cannabis grows from running on generator power as a primary energy source, and any backup generator that is used must meet noise standards under County Code Section 10A.17.070(F). Where no grid or alternative power exists, a generator's noise output must be analyzed by an accredited acoustical engineer and equipped with at least the manufacturer's specified muffler.
Generators. The indoor or mixed-light cultivation of cannabis shall not rely on a generator as a primary source of power.(1)If no grid power source is available and there is not an alternative power source supporting both any required legal dwelling unit and the indoor or mixed-light CCBL operations, a generator may be used only under the following conditions: (1) the CCBL Holder shall install an alternative power source that will meet at least one-half (½) of the combined power requirements by the expiration of four (4) years from the date of CCBL issuance pursuant to this Chapter and (2) it will be a condition of the renewal of a CCBL at the end of such four (4) year period that the cultivator commit, in writing, to expand their alternative power source to fully meet the combined needs of the cultivation operations and any required legal dwelling unit within two years. If a generator is being used pursuant to the conditions set forth in this paragraph, CCBL Holder shall have conducted an analysis of the noise levels produced by the generator at full operational speed, showing compliance with Mendocino County General Plan Policies DE100, 101 and 103.

Full Breakdown
070(F) of the Mendocino County Cannabis Cultivation Ordinance flatly bars indoor or mixed-light cultivation from relying on a generator as its primary source of power. Where no grid power is available and no alternative source can meet the combined needs of the cultivation operation and any required dwelling unit, a generator may run only if the Commercial Cannabis Business License (CCBL) holder commits to install an alternative power source covering at least half the combined load within four years of CCBL issuance, and to expand that alternative source to cover the full load within two more years as a condition of renewal.
Any generator used under that path must have its full-speed noise output analyzed for compliance with County General Plan Policies DE100, DE101, and DE103, performed by an accredited acoustical engineer or another method the Department publishes. Every generator must carry at minimum the manufacturer's specified muffler, and the county can require a hospital-grade muffler or a sound-suppression enclosure if the General Plan noise policies are not otherwise met. 070(F)(2) confines generator use to secondary or backup power only, triggered solely when the primary alternative source fails to deliver its normal output; the operator must keep the generator's owner's or operations manual on site for inspection. 090 layers in application-stage documentation requirements for any generator used on a licensed site.
Violations & Fines
Running a generator as a primary power source for an indoor or mixed-light grow, or operating one without the required noise analysis and muffler, violates the CCBL's conditions as enforced by the county's Cannabis Program; non-compliant generator use can result in license denial, non-renewal, or referral for abatement, and Section 10A.17.070(F)(3) additionally requires generator wiring to meet minimum electrical safety and installation standards.
