Tarrant County enforces adopted building and mechanical codes for commercial construction, but single-family residential work in unincorporated areas does not require county building permits because Texas counties lack general zoning and building-permit authority over residential construction. The International Mechanical Code sets clearance and installation standards for air conditioning condensers, rooftop units, and split systems, but does not impose a decibel ceiling. The county has no setback rule requiring condensers to be placed a minimum distance from property lines, and no dedicated HVAC noise ordinance. Noise complaints fall under Texas Penal Code 42.01 disorderly conduct only. Cities such as Fort Worth, Arlington, and Southlake enforce mechanical codes and sometimes condenser setback rules directly. HOA architectural controls may also limit unit placement.
