Citrus County, FL Noise Ordinances: Aircraft Noise (2026)

' That means a homeowner near Crystal River Airport or another county airfield cannot use Chapter 21's decibel limits, noise-sensitive-zone designation, or nighttime restrictions to challenge takeoff, landing or engine-run-up noise; the ordinance simply defers that subject to whatever federal, state and local aviation law already governs it, principally FAA regulation of airspace and flight operations, which occupies most of the field. The exemption applies only in unincorporated Citrus County, consistent with the rest of Chapter 21, though the same federal preemption of aircraft noise applies regardless of which local jurisdiction a complainant lives in.

Because there is no county sound-level standard, penalty schedule or enforcement pathway that reaches aircraft noise, a resident with a complaint about airport operations has no local citation process available under this chapter and must instead pursue it through the airport operator, the Florida Department of Transportation's aviation office, or the FAA.
