Summary

Unincorporated Citrus County caps noise that crosses a property line by the zone of the property receiving it. Residential is held to 60 dB(A) by day and 55 at night, government, institutional or recreational property to 55 and 50, commercial to 65 and 60, and industrial and agricultural land to 75 around the clock. The limits are L10 values measured over at least ten minutes.

These county ordinances apply to unincorporated areas of Citrus County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

Noise generated across real property lines. The noise from any activity or from any permissible use of property within the applicable land use district classifications of Citrus County shall be deemed a violation if the total noise level as measured on the A-scale due to both ambient noise, and the alleged source of the offensive noise, exceeds the noise levels which are prescribed in Table I, the measurement of which is based upon decibels. All such measurements as well as the method employed shall be consistent with section 21-25 , and shall represent the A-weighted sound pressure level which is exceeded ten percent of the time (L10) during the observation period. Full Breakdown

Section 21-22(a) and Table I of the Citrus County Code set the baseline for noise that crosses a real property line in the unincorporated county. The limit depends on the receiving land use district, meaning the zone of the property that hears the noise, not the zone of the property making it. Under section 21-11, daytime runs from 7:00 a.m. to 10:00 p.m. and nighttime runs from 10:00 p.m. to 7:00 a.m. A residential receiver is held to 60 dB(A) by day and 55 dB(A) at night. Government-owned buildings or property, institutional and recreational receivers get 55 and 50. Commercial or business receivers get 65 and 60. Industrial or manufacturing and agricultural receivers sit at 75 dB(A) in both periods.

The measurement counts everything the meter hears. The total noise level on the A-scale includes ambient noise plus the alleged source, and it is expressed as L10, the level exceeded ten percent of the time. Under section 21-21(a) the minimum measurement period is ten minutes, and exceeding the standard for more than ten percent of that period is a violation. Section 21-25 requires an ANSI-compliant sound level meter that is calibrated before and after the reading and fitted with a windscreen. For outside measurements the reading is taken at the nearest adjacent real property line, at least four feet above the ground and at least ten feet from any wall, barrier or obstruction. Only designated enforcement agents, meaning code compliance officers or agents of the Citrus County Sheriff's Office, take the readings, and they must log the instrument serial number, calibration dates, a sketch of the measuring area and the weather.

Two companion standards sit in the same section. Table II caps interior sound inside multiple-family dwelling units at 55 dB(A) by day and 45 at night. Table III sets maximum instantaneous limits, where a single occurrence above the number is a violation: Residential 70 day and 60 night, government, institutional or recreational 65 and 55, commercial 75 and 65, industrial and agricultural 85 and 85, and multiple-family units 60 and 50. Quiet zones near hospitals, schools and houses of worship carry their own 55 dB(A) cap at 25 feet under section 21-23 once signs reading Quiet Zone are posted.

Section 21-28 exempts emergency vehicles and emergency work, permitted construction outside the 10:00 p.m. to 7:00 a.m. window, air conditioners and lawn mowers running to manufacturer specifications, the unamplified human voice, and farming and forestry operations on lands designated agricultural, rural residential and conservation.

Violations & Fines

A violation of the noise article is a civil infraction with a maximum civil penalty of $500.00 under section 21-33(d). Enforcement starts with a warning. Absent special circumstances the person then has 15 minutes to cut the sound, and a repeat of the same type of sound within 60 days needs no fresh warning. If the sound continues or returns, the Code Compliance Division or the Sheriff's Office issues a citation filed with the county court. Table V lists sound level limits as a Class I offense at $50.00, doubled for a second violation, with a mandatory court appearance for the third.

Frequently Asked Questions

How loud can a neighbor be at night in a Citrus County residential area?
Noise crossing into a residential property line is capped at 55 dB(A) between 10:00 p.m. and 7:00 a.m. under Table I, measured as the level exceeded ten percent of the time. Table III separately allows no single instantaneous reading above 60 dB(A) at night. By day the limits rise to 60 and 70.
How does Citrus County measure whether a sound is too loud?
A code compliance officer or Sheriff's Office agent uses a calibrated ANSI sound level meter with a windscreen at the nearest adjacent property line, at least four feet off the ground. The minimum period is ten minutes, and a violation is exceeding the Table I limit for more than ten percent of that period.
What happens after someone complains about excessive noise?
An enforcement agent investigates, measures if needed, and gives a warning. The person then has a reasonable time to comply, which is 15 minutes absent special circumstances. If the sound is not reduced, or it returns after abatement, a citation follows with a civil penalty capped at $500.00 under section 21-33.
Can I get permission to exceed the limits for an event or project?
Yes. Section 21-29 lets the county administrator grant a written special exception, up to 15 days for a single temporary event and up to 60 days where more time is needed to comply or no alternative exists. Longer relief requires a variance from the planning and development review board, for up to 365 days.
Does farm or industrial noise face the same limits?
Agricultural and industrial receivers face the highest caps in Table I, 75 dB(A) day and night. Section 21-28(19) also exempts farming and forestry operations and incidental sounds from equipment and livestock on lands designated agricultural, rural residential and conservation.
