Ground activity unrelated to the airport is still subject to Sec. 11-8, but in-flight aircraft noise is outside county jurisdiction.
No county penalty applies to aircraft or airport-authority activity; aircraft noise is addressed through FAA and airport noise-abatement programs, not county citations.
