Henrico County does not regulate aircraft noise. County Code Sec. 10-69(9) expressly exempts aircraft from the noise ordinance, and Sec. 10-69(14) defers to federal law, which preempts local aircraft-noise control. Complaints about Richmond International (RIC) flights go to the FAA and airport.
Aircraft overflight noise is outside county authority. Section 10-69 lists exemptions from Sec. 10-68 including (9) Locomotives and other railroad equipment, and aircraft, and (14) Activities for which the regulation of noise has been preempted by federal law. The FAA controls aircraft operations and noise nationally, so Henrico (and Virginia localities generally) cannot set flight-noise limits. Richmond International Airport (RIC) lies in eastern Henrico near Sandston; noise concerns are handled through the airport authority and FAA noise programs.
