8 of the Mount Vernon Noise Control Ordinance makes it unlawful for any person to operate or permit to be operated any aircraft so as to cause a violation of the Federal Aviation Administration's certified noise levels as presented in Advisory Circular 36-1 and/or in all future revisions and publications. 13, that the City adopted to police specific noise sources: motor vehicles, refuse trucks, recreational vehicles, railroads, air conditioners, air compressors, paving breakers and places of public entertainment. 13 directs that all of these sections, including the aircraft provision, be revised or amended from time to time to stay current with updated federal and state noise level standards, which is why the aircraft section points to the FAA's own advisory circular rather than setting an independent City decibel number.
