FLL, operated by the Broward County Aviation Department (BCAD), is the 16th busiest US airport with over 35 million passengers annually. BCAD maintains 11 permanent noise monitoring terminals (NMTs) through its Airport Noise and Operations Monitoring System (ANOMS). The FAA approved FLL's Part 150 Noise Compatibility Program Update on March 30, 2023, including measure LU-3: a voluntary residential sound insulation program for single-family homes within the DNL 65+ dB contour. FXE, a reliever airport in Fort Lauderdale, operates a voluntary noise abatement program: Runways 13 and 31 are closed between 10 PM and 7 AM when Runways 09/27 are available, and maintenance engine run-ups are prohibited 7 PM to 7 AM. Federal preemption under 49 U.S.C. 41713 prevents municipalities from regulating aircraft in flight or airport operations. Residents report noise to BCAD at (954) 359-6100 for FLL or (954) 828-6666 for FXE. Broward County Code Chapter 27 Section 27-236 exempts aircraft noise from the county noise ordinance.
