Unincorporated Calaveras County regulates amplified music directly under Section 9.02.050 (Specific Noise Regulations) of the Noise Control ordinance. That section prohibits operating or playing any radio, television set, loudspeaker, stereo, drum, musical instrument, or similar device that produces, reproduces, or amplifies sound in a manner that creates a noise disturbance for any person other than the operator. It also specifically bars using any loudspeaker, public-address system, or similar device between 10:00 p.m. and 8:00 a.m. the following day where the sound creates a noise disturbance across a residential real property line. A 'noise disturbance' includes sound that disturbs a reasonable person of normal sensitivities or that violates the quantitative limits in Section 9.02.030 (background plus 10 dBA day / plus 5 dBA night). For low-frequency 'bass,' Section 9.02.060 notes that a stereo should not produce a C-weighted level 10 dB or more above the C-weighted ambient at ten feet from the source or at the complainant's property line. The ordinance covers the unincorporated county only; the City of Angels Camp is separate.
Amplified music creating a noise disturbance can be cited under Chapter 9.02: a first violation is an infraction and a repeat within 12 months is a misdemeanor. Violations are also public nuisances subject to administrative citation and abatement under Chapter 8.06.
