Chapter 6.76 opens with a blanket rule: it is unlawful for any person, or any person in possession of property, to cause or allow sound from that property that amounts to a public nuisance, and § 6.76.060 lists the specific sources the city treats as nuisances "except to the extent that they may be specifically exempted by other provisions of this chapter." Subsection (5) targets amplified sound aimed at the public from the street itself: sound amplifiers or reproducing devices used for commercial advertising, sales pitches, or to attract attention to a vehicle, structure or property are barred, with a narrow carve-out for vendors whose entire business model is selling from a moving vehicle.

Subsection (6) protects institutions sensitive to noise, barring loud and raucous sound that unreasonably interferes with a school, church, hospital, sanitarium, or nursing or convalescent facility, regardless of decibel measurement. The chapter also carves out an exception in subsection (10) for regularly scheduled park events, such as public address systems for baseball games or park concerts, which are not treated as nuisances even though they are amplified. Because § 6.76.050 says the general WAC exemptions do not apply to the § 6.76.060 list, a sound source that fits one of these nuisance categories cannot claim a general noise-code exemption; the only relief valve is the § 6.76.080 variance process through the community development director.
