Summit County §509.08(b)(1)A prohibits frequent, habitual use of a radio, stereo, loudspeaker system, or other sound-reproduction device that creates unreasonably loud and disturbing noise disturbing the peace, quiet, and comfort of a reasonable person. It applies countywide.
The countywide Noise Nuisance Code directly targets amplified sound. Under §509.08(b)(1)A, no person may make frequent, habitual use of a radio, stereo, television, tape or CD player, musical instrument, phonograph, loud speaker system, or other sound-reproduction device that creates unreasonably loud, disturbing noise of such character, intensity, and duration as to disturb the peace of any reasonable person of normal sensitivity. Recommended maximum levels are 65 dBA daytime / 55 dBA nighttime in residential areas. A sound-level meter may be used but is not required for a citation. Lawfully scheduled concerts and festivals are exempt, and permits may be issued locally.
Warning and desist request first; persisting is a minor misdemeanor. Repeat offenses are 4th-degree misdemeanors (up to $250); sound equipment may be seized and forfeited under ORC 2933.41–.43.
