Stafford County, VA Noise Ordinances: Barking Dogs (2026)

County Code § 16-6(a)(7) makes it a violation to allow any animal or bird to create noise that is plainly audible at least once a minute for ten consecutive minutes, whether that noise is heard inside the confines of a neighboring dwelling, house or apartment, or at a distance of fifty feet or more from the animal or bird. The rule is a bright-line audibility-and-duration test rather than a decibel-meter reading, so no sound-level equipment is required to establish a violation the way it would be under the general noise table in § 16-4.

The subsection carries its own carve-out: it does not apply to any animal or bird that is part of an active agricultural operation, which protects working farms from being cited over livestock noise. The provision sits within § 16-6's broader list of prohibited loud noises, alongside restrictions on nighttime vehicle loading, sound amplifiers, and gatherings of ten or more people, all of which the Sheriff's Office enforces the same way. Because § 16-6 applies chapter-wide rather than by zoning classification, the barking-animal rule reaches a dog in a residential subdivision the same way it reaches one on commercial or office-zoned property, so long as the agricultural exemption does not apply.
