Under Henrico County Code Sec. 10-68(3), a barking or noisy animal is unlawful when plainly audible inside a neighbor's dwelling, or at 100+ feet, at least once a minute for ten consecutive minutes, any time of day. Commercial kennels and vets are exempt 7 a.m.-11 p.m.
The Noisy animals provision applies around the clock, unlike most other subsections. An animal violates if the owner allows sound plainly audible inside the confines of another person's dwelling at least once a minute for ten consecutive minutes, or at 100 or more feet from the animal for the same duration. Commercial kennels, animal boarding places, small-animal hospitals, veterinary hospitals and clinics, and the county animal shelter are exempt for daytime noise between 7 a.m. and 11 p.m.
Enforced under Sec. 10-67: fines up to $500, $1,000, then $2,500 for first, second, and third offenses. A complainant may seek a magistrate summons, or an officer may cite a violation in their presence.
