Habitual barking that disturbs the peace of neighbors is regulated under the Placer County animal control regulations in Chapter 6 (Article 6.08) of the Placer County Code, in combination with the general noise standards in Chapter 9.36. Complaints are handled by Placer County Animal Services.
Article 6.08 of the Placer County Code (Animal Control Regulations Generally) makes it unlawful to keep an animal that habitually disturbs the peace and quiet of any neighborhood or person by loud, prolonged, or unusual noises. Placer County Animal Services accepts complaints; for sustained nuisance the owner can be cited. Excessive noise from an animal can also be addressed under Chapter 9.36 (noise) if it exceeds the applicable dBA limits at the property line. Inside city limits (Roseville, Rocklin, Lincoln, Auburn) the city's own barking-dog ordinance applies.
Animal Services first attempts notice and education. Persistent violations can be issued citations with administrative fines and, in extreme cases, the dog may be declared a nuisance. State Penal Code Β§415 may also apply to disturbing-the-peace situations.
