Buncombe County Code Sec. 26-181(b)(9) lists building operations as a loud, disturbing, and unnecessary noise when done 6 p.m.-7 a.m. in a residential district. The only exception is urgent necessity in the interest of public safety, and then only with a county manager permit renewable in three-day-or-less increments while the emergency continues. This restriction applies to the unincorporated county; Asheville and other towns set their own construction-hour limits.
