Chapter 9.30 EMC excludes 'temporary construction and demolition activity' from the ordinance's unreasonable-noise rules, but the exemption is conditional: it applies only 'to the extent such activity is properly permitted by the applicable local and State agencies.' Unpermitted construction or demolition work gets no exemption and is judged like any other noise source under EMC 9.30.050(B), an unreasonable sound lasting at least 15 minutes that continues after the operator is asked to stop, measured at the real property line. The ordinance sets no separate construction-hours curfew; it relies on the permitting process itself to control timing and scope.
