New Castle County Police enforce the chapter, which, unlike the county's Building and Property Maintenance codes, carries no municipal opt-in clause, so it defaults to unincorporated county territory. Wilmington and Newark run their own police forces and enforce separate municipal noise codes not found in this chapter. A contractor facing hardship can request a Department of Land Use special waiver.
