City Code § 11-60(c)(7) bars operating construction equipment or tools for building, repair, alteration or demolition work with tampered sound controls, in violation of EPA rules, or outside the allowed hours. In business/industrial districts that's before 7:00 a.m. or after 10:00 p.m. weekdays, before 9:00 a.m. or after 10:00 p.m. on weekends/holidays. In residence districts it's before 8:00 a.m. or after 7:00 p.m. weekdays, before 9:00 a.m. or after 7:00 p.m. Saturday, and before 10:00 a.m. or after 5:00 p.m. Sunday and holidays. The commissioner of licenses and inspections may grant a special waiver under § 11-63(4) for construction activity outside these hours.
