City Code § 37-123 defines an abandoned vehicle to include one that's inoperable, dismantled, wrecked, unregistered, or missing major parts and appears abandoned on private property, or that sits on a street or city property in that condition for more than 12 hours. Under § 37-126, police tag vehicles abandoned on public property for pickup and, on private property, must mail the owner notice and allow removal before towing to an official pound.
