Henrico County Code Sec. 10-68(5) bans construction and demolition noise plainly audible in a residential area between 11:00 p.m. and 6:00 a.m. Work is effectively allowed 6 a.m.-11 p.m. Urban-mixed-use zones are exempt, and no decibel cap applies.
The Street cleaning and construction subsection prohibits creating any sound between 11 p.m. and 6 a.m. that is plainly audible in a residential area (except urban-mixed-use zones) in connection with cleaning streets or parking lots, or construction or demolition activities. The county sets no daytime construction decibel limit; the restriction is purely the overnight window. Sound necessary for road or highway maintenance and construction is exempt under Sec. 10-69(2), as is any noise necessary to protect life, limb, or property.
