Marion County Code 8.45.050(A)(1) sets numeric limits outside the Salem-Keizer UGB: 55 dBA between 10 p.m. and 7 a.m., and 65 dBA daytime (80 dBA for off-road vehicles in a nonroad area). Inside the UGB, MCC 8.45.060(E) uses a Table of Maximum Permissible Sound Levels keyed to receiver use: noise-sensitive property is capped at 55 dBA day and 45 dBA night, commercial 60/55, industrial 65/60. Sound is measured at the receiver property line or 25 feet from the receiver building, whichever is farther.
Exceeding the limits is a Class A violation under ORS Chapter 153. Short exceedances of 5 dBA (up to one minute) and 10 dBA are separately capped in MCC 8.45.060(E)(2).
