Bellflower has no dedicated industrial-noise chapter with dBA caps. Commercial and industrial noise is regulated under the general nuisance standard in Section 8.32.010, and new uses are reviewed for noise compatibility through zoning and the General Plan Noise Element.
The City of Bellflower does not set zone-specific industrial decibel limits the way LA County's Chapter 12.08 does for unincorporated areas. Industrial and commercial noise is instead addressed in two ways. First, the general noise nuisance standard in Section 8.32.010 applies to any source: subsection (C) explicitly lists among its eleven factors 'the nature and zoning of the area within which the noise emanates' and 'whether the noise is produced by a commercial or noncommercial activity,' so commercial/industrial operations are judged on whether they create a loud, unnecessary and unusual noise disturbing the neighborhood. Subsection (B)'s 200-foot audibility test is triggered when the noise reaches within 500 feet of a residential zone. Second, Bellflower's General Plan Noise Element and zoning review (Title 17) evaluate noise compatibility when new commercial or industrial uses are proposed, using community noise level guidance to keep incompatible noise away from residential areas. There is no separate Bellflower industrial-noise ordinance with fixed dBA thresholds.
Industrial or commercial noise that constitutes a loud, unnecessary and unusual disturbance - especially reaching within 500 feet of residential zones - is enforced under Section 8.32.010. New uses may also have noise conditions imposed through zoning/CEQA review. Fines are not specified in Chapter 8.32.
