Outdoor music (backyard parties, patio speakers, live bands) falls under Bellflower Municipal Code Section 8.32.010. Sound from instruments or amplifying devices that disturbs neighbors - or is audible more than 200 feet from the source in/near a residential zone - is unlawful.
Bellflower does not have a separate outdoor-events noise chapter; outdoor music is covered by the general noise provision, Section 8.32.010. Subsection (A) makes it unlawful to operate any musical instrument, radio, phonograph or sound-amplifying device 'in such a manner as to disturb the peace, quiet, and comfort of neighbor occupants or any reasonable person residing or working in the area.' Subsection (B) provides the distance benchmark: noise audible more than 200 feet from the property line of the source within (or within 500 feet of) a residential zone is a violation. Subsection (C) directs that violations be judged by eleven factors, including the time of day or night, proximity to residential sleeping facilities, duration, and whether the noise is recurrent. A backyard party with a live band or loud speakers can therefore be cited if it unreasonably disturbs neighbors. The City has also publicized a 'Loud Noise and Party Program' to address disruptive gatherings. Note that commercial venues, large gatherings or temporary events may also need permits under other City regulations, but the core noise standard is Section 8.32.010.
Outdoor music that disturbs neighbors or carries more than 200 feet in/near a residential area violates Section 8.32.010 and is enforced by Code Enforcement and Public Safety using the eleven-factor test. The section does not specify a dollar fine.
