Bellflower's gardening-equipment noise is governed by Section 8.32.020 ('Mechanical Blowers, Mowers, and Similar Equipment') of Chapter 8.32. The City declares a policy to minimize unnecessary, excessive and annoying noise from blowers, mowers and similar equipment. Subsection (F) 'Use Unlawful at Certain Hours' makes it unlawful in any residential area to operate a mechanical blower, mower or similar equipment between the hours of 7:00 p.m. and 8:00 a.m. A 'mechanical blower' is any device that produces a current of air to push, propel or blow cuttings, refuse or debris; a 'mower' is any device used to cut or trim a lawn or vegetation. Subsections (D) and (E) require that cuttings, refuse or debris swept or blown not be left in any street or beyond the property boundaries of the premises. Other mechanical equipment (compressors, power washers, generators) used for property maintenance must follow the construction hours in the Building Code (Section 117 / Table 117.1). This provision was amended by Ordinance 1279 (adopted 8/25/14). Note: unlike some cities, Bellflower's code does not ban gas-powered blowers outright - it restricts the hours and debris handling.
Operating a blower or mower in a residential area between 7:00 p.m. and 8:00 a.m. is unlawful under Section 8.32.020(F). Leaving blown debris in the street or on a neighbor's property also violates the section. Enforcement is by Code Enforcement; the section does not state a specific dollar fine.
