Under FMC Section 15.90.030, noise standards are established based on the zoning of the receiving property. Residential zones allow 55 dB(A) during daytime (7 AM to 10 PM) while commercial zones allow 65 dB(A) and manufacturing zones allow 70 dB(A). When industrial noise crosses into a residential zone, it must meet the residential standard at the property line. Section 15.90.050 provides exemptions for certain temporary activities but does not exempt ongoing industrial operations. The South Coast Air Quality Management District (SCAQMD) also regulates noise from certain industrial equipment. Loading dock operations, HVAC systems, and mechanical equipment on commercial properties adjacent to residential areas are common sources of complaints.
