AMC Section 6.70.010 prohibits creating sound from any premises that produces a sound pressure level at any point on the property in excess of 60 dBA for extended periods. This applies to industrial as well as commercial and residential sources. The city's General Plan Noise Element establishes land use compatibility standards: industrial areas are compatible with higher noise levels but must not adversely affect adjacent residential uses. Evening noise (7 PMβ10 PM) receives a 5 dBA penalty and nighttime (10 PMβ7 AM) receives a 10 dBA penalty under CNEL measurement methodology. The South Coast Air Quality Management District (SCAQMD) provides additional noise-related air quality regulations for the region. Industrial facilities near residential areas may face stricter project-specific noise conditions through the conditional use permit process.
