Charleston County has no leaf-blower-specific ordinance for the unincorporated area. Leaf blowers, mowers and yard equipment fall under the general Livability noise rule (Section 3-43): sound plainly audible within 500 feet of a residence or above 70 dBA can be cited.
The unincorporated county code does not restrict leaf-blower type, decibel rating or hours of use the way some cities do. Instead, gas or electric blowers are subject to Section 3-43's excessive, unnecessary or unreasonable sound standard — plainly audible within 500 feet of a residentially developed property line, or above 70 dBA. Because many blowers exceed 70 dBA at close range, early-morning or repeated near-property-line use is the most likely to draw a complaint. Beach towns and cities may impose stricter rules.
Leaf-blower noise that violates Section 3-43 is a misdemeanor punishable by a fine of up to $500.00.
