Collier County has no leaf-blower ban. Lawn care and domestic power tools, including blowers, are expressly exempt from the noise limits when used between 7:00 a.m. and 10:00 p.m. in unincorporated areas.
The county's Noise Control Ordinance (Sec. 54-87(L)) exempts 'operation of equipment or conduct of activities normal to residential or agricultural communities such as lawn care, soil cultivation, domestic power tools, lawn mowers... and other normal community operations' between 7:00 a.m. and 10:00 p.m. Leaf blowers fall within this exemption, so daytime use is permitted. Outside those hours the exemption ends and the Table I sound limits apply. Individual cities such as Naples or Marco Island may impose stricter leaf-blower or equipment rules within their limits.
Blower use outside 7:00 a.m.–10:00 p.m. can be cited under Sec. 54-90 noise fines: $100 first, $250 second, $500 third or more.
