City Code Section 6-5-3(C) exempts powered lawn and garden equipment, including lawn mowers, small lawn and garden tools such as leaf blowers, riding tractors and snow removal equipment, from the Chapter 5 noise prohibitions in Section 6-5-1, but only if the equipment is kept in good repair and operated within fixed hours. Outside snow removal equipment, which carries no hour restriction, this equipment may run only between 8:00 A.M. and sunset Monday through Friday, and between 9:00 A.M. and sunset on Saturday and Sunday. A gas leaf blower run before 8:00 A.M. on a weekday, or before 9:00 A.M. on a weekend, loses the exemption and falls back under the general prohibition in Section 6-5-1 on any loud and excessive noise that annoys or disturbs a reasonable person of normal sensitivities.

The exemption is tied to routine property maintenance; it does not cover equipment that is broken down, poorly muffled or operated in a manner that itself creates excessive noise beyond what is inherent to the tool. Enforcement runs through the City Manager or a designee under Section 6-5-6, and, as with the rest of Chapter 5, a violation is a municipal infraction under Section 1-4-2 rather than an automatic criminal charge, so a resident running a leaf blower at dawn is first exposed to a civil penalty and notice of violation, not a misdemeanor prosecution.
