The City of Spartanburg requires noise-creating blowers and power fans to be muffled enough to deaden the noise. In unincorporated county areas, leaf blowers count as domestic tools that may not run outdoors within 300 feet of a residence between 9:00 p.m. and 7:00 a.m.
There is no gas-blower ban here, but noise limits apply. City of Spartanburg Code § 22-50(b)(15) declares operating any noise-creating blower or power fan a disturbing noise unless it is muffled and equipped with a sufficient muffler device to deaden the sound. In unincorporated Spartanburg County, § 30-29(4) bars operating 'lawn mowers and other domestic tools out of doors' within 300 feet of any residence between 9:00 p.m. and 7:00 a.m., which covers leaf blowers. Daytime residential blower use is generally allowed if it does not otherwise create an unreasonably loud disturbance under § 30-28.
