The code provides several outdoor-event exemptions: WMC 8.32.080(C) states the noise chapter does not apply to outdoor gatherings, public dances, shows, and sporting and entertainment events when conducted under a city-issued permit or license; WMC 8.32.080(G) exempts scheduled stadium events (subject to frequency and time limits), parades, and school activities including band practice; and WMC 8.32.080(F) exempts bells, chimes, and carillons used for religious or public-holiday purposes. WMC 8.32.100 adds that a special event on public or private property lasting no more than 48 hours is exempt from the noise-disturbance waiver requirement, though organizers must still obtain and comply with all necessary city permits. For activities that need relief from the noise rules, WMC 8.32.090 allows a 30-day waiver from the community development director, and WMC 8.32.080(D) allows temporary-activity waivers. Outside of permitted events, outdoor music must not be excessive, unreasonable, or plainly audible to neighbors during nighttime hours.
Unpermitted outdoor music that disturbs neighbors is a Chapter 8.32 violation, often handled at parties under WMC 9.56. Permitted events follow their permit conditions. Violations are public nuisances abatable by the City (WMC 8.32.150) and punished as prescribed in WMC 1.08.010.
