Abington Township and most other Montgomery County municipalities have similar nuisance and time-of-day construction restrictions. As a statewide backstop, 18 Pa.C.S. Β§5503 (Disorderly Conduct) makes it a summary offense to make unreasonable noise with intent to cause public inconvenience or recklessly creating that risk; this is enforced by municipal police, the PA State Police, and constables. There is no Montgomery County Sheriff's Office that handles noise complaints (the Sheriff's role in PA is limited to court security and warrants); call your local municipal police department's non-emergency line or 911 for an active disturbance.
Penalties depend on the municipality. Norristown imposes summary-offense fines per Chapter 215 and Chapter 1-7 (general penalties). Lower Merion sets fines from $100 to $1,000 per offense, with each day a separate violation. A 18 Pa.C.S. Β§5503 disorderly-conduct citation is a summary offense punishable by up to 90 days and/or a fine up to $300 (graded as a third-degree misdemeanor if intent to cause substantial harm is shown).
