030(B) specifically targets sound from a moving vehicular source operated on a public right-of-way, capping it at eighty decibels on the A-weighting scale (80 dB(A)) as measured at a distance of at least twenty-five feet from the vehicle while it is in the right-of-way. The code carves out a higher ceiling of 88 dB(A) for vehicles traveling on State Highways and on county roads the County Commission has adopted by resolution as arterial roads, recognizing that faster, heavier-volume routes generate more ambient sound. 030(C), which governs stationary and non-vehicular sources; a car or truck passing on a county road is judged only against the 80/88 dB(A) vehicle standard, not the residential, commercial, or industrial zone figures.
