Orem, UT Noise Ordinances: Vehicle Noise (2026)

Orem City Code Section 9-2-9(B) lists three vehicle-specific clauses among its declared loud, disturbing, or unnecessary noises. The exhaust clause bars discharging into the open air the exhaust of any stationary internal combustion engine, motor boat, or motor vehicle except through a muffler or other device that effectively prevents loud or explosive noises. The horn clause bars sounding any horn or signaling device except as a danger warning, creating an unreasonably loud or harsh sound with such a device, or sounding it for an unnecessary or unreasonable period of time.

The vehicle sound system clause bars playing a radio, stereo, or sound-making device from within a motor vehicle so it is plainly audible 50 feet away, where detecting just the rhythmic bass is enough to prove the sound was plainly audible; law enforcement and emergency vehicles using necessary communication equipment are exempted. All three clauses sit within the general disturbing-the-peace prohibition of Section 9-2-9(A), which separately reaches any excessive, unnecessary, or unusually loud noise that disturbs the comfort, repose, health, peace, or safety of others anywhere in the city, so a modified exhaust or an aggressive horn can be cited even outside these enumerated examples. , and an infraction otherwise, both punishable under Utah Code Section 76-3-301.
