It shall be unlawful to operate or allow the operation of any motor vehicle in the unincorporated areas of Spartanburg County: (1) Which has had its muffler-exhaust and/or other noise-control equipment removed, altered or maintained in such disrepair as to create noises louder than those produced by vehicles with such proper equipment.

Spartanburg County Code § 30-30 makes it unlawful to operate a motor vehicle in unincorporated areas that has had its muffler-exhaust or noise-control equipment removed, altered, or left in disrepair so it is louder than a properly equipped vehicle, or to engage in jackrabbit starts, spinning tires, or racing engines. Within the City of Spartanburg, Code § 22-50(b)(6)-(7) declares it a disturbing noise to discharge an engine exhaust except through an effective muffler, or to run a vehicle so out of repair as to create loud grating, grinding, or rattling.
