In unincorporated Spartanburg County it is unlawful to run a motor vehicle with a removed or altered muffler that makes it louder than normal, or to do jackrabbit starts, spin tires, or race engines. The City of Spartanburg also requires effective mufflers and bars loud, rattling vehicles.
Spartanburg County Code § 30-30 makes it unlawful to operate a motor vehicle in unincorporated areas that has had its muffler-exhaust or noise-control equipment removed, altered, or left in disrepair so it is louder than a properly equipped vehicle, or to engage in jackrabbit starts, spinning tires, or racing engines. Within the City of Spartanburg, Code § 22-50(b)(6)-(7) declares it a disturbing noise to discharge an engine exhaust except through an effective muffler, or to run a vehicle so out of repair as to create loud grating, grinding, or rattling. Vehicle sound amplification audible 50 feet away also violates § 22-49(b).
County vehicle-noise violations are misdemeanors with a fine up to $500 or up to 30 days; the city enforces its provisions as disturbing-noise offenses.
