09, Light Motor Vehicle Noise Control, applies to all noise from automobiles, vans, motorcycles, motor-driven cycles, motor scooters and light trucks under 8,000 pounds gross weight, originating in the city. Subsection (4) sets an 80 dBA noise limit: it is unlawful to cause noise from a light motor vehicle in excess of 80 dBA anywhere in the city, measured at any distance of 15 feet or more from the vehicle. Subsection (5) separately bars excessive noise from a defective or modified exhaust system, or from unnecessary rapid acceleration, deceleration, revving, or tire squeal, regardless of the 80 dBA figure.

Subsection (6) targets stereo noise directly: no one may operate, park, stop, or leave standing a vehicle while using a radio or other electric sound amplification device emitting sound audible under normal conditions from 50 feet or more, except to request assistance or warn of an unsafe condition. Exemptions cover authorized emergency vehicles responding to calls, public utility vehicles, vehicles in community events, processions or parades, theft alarms, advertising vehicles, and motorcycles operated outside business or residence districts.
