No person shall remove or render inoperative, or cause to be removed or rendered inoperative, other than for purposes of maintenance, repair, or replacement, any muffler or sound dissipative device on any motor vehicle. It shall be unlawful for any person to repair, rebuild, or test any motor vehicle in any residential zone of the city between the hours of 8:00 p.m. and 7:00 a.m. so as to create unnecessary, excessive or offensive noise, which shall include, but is not limited to, sound that exceeds fifty-five (55) decibels (dBA).
