Loud vehicles are governed statewide, not by the county. Texas Transportation Code 547.604 requires a working muffler that prevents excessive or unusual noise and bans muffler cutouts. League City also bars vehicle sound systems audible 50 feet away.
Galveston County has no vehicle-noise ordinance, but state law applies everywhere in the county, incorporated or not. Texas Transportation Code Sec. 547.604 requires every motor vehicle to have a muffler in good working condition that continually operates to prevent excessive or unusual noise, and prohibits muffler cutouts or bypass devices; enforcement is by any peace officer. For car stereos, League City Code Sec. 42-34 bars operating a sound-amplification system in or on a vehicle so it is plainly audible 50 feet or more away, on public or private property. Galveston applies its Sec. 24-2 decibel caps and the state statute.
A muffler-cutout or excessive-noise stop is a traffic misdemeanor under state law. League City's plainly-audible car-stereo rule carries a $100-$1,000 fine (repeat $200-$2,000), each day a separate offense.
