" The rule carves out one numeric exception: it "shall not apply to internally lit signs with a lighting intensity of less than 150-foot lamberts," so internally illuminated billboard faces below that brightness threshold are exempt from the glare-shielding requirement, while brighter faces must be shielded. The section also preserves Federal Aviation Administration lighting restrictions near airports, so a billboard sited under an approach path can face additional federal limits on top of the local shielding rule. Subsection (f) of the same section separately bars animated, flashing, running-message, twinkle or revolving signs, with a narrow exception for electronic changeable-copy signs permitted under the zoning code, which may not change message faster than once every 20 seconds with at least a one-second gap between messages.
