Outdoor lighting in New Castle County is regulated primarily through UDC Article 40 lighting standards applicable to new commercial, institutional, and multifamily developments. The UDC requires full-cutoff (fully shielded) fixtures that direct light downward and limit glare, with foot-candle maximums at property lines, typically 0.5 fc at residential boundaries and 1.0 to 2.0 fc at commercial boundaries. Parking lot lighting has specific pole height limits, commonly 25 to 35 feet, and coverage patterns designed to avoid spillover. Wall packs must be shielded or fully cutoff.
