Summary

Washington County requires every new outdoor light fixture to be fully shielded and directed downward with a full cutoff housing, and scales pole-light height to distance from housing, from 15 feet within 50 feet of a residential lot up to 35 feet farther away.

These county ordinances apply to unincorporated areas of Washington County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

(a) Shielding: Exterior lighting shall be fully shielded using concealed source fixtures directed downward and away from adjacent properties and street rights-of-way. All exterior light fixtures shall utilize full cutoff housings, louvers, glare shields, optics, reflectors, or other measures to prevent off-site glare.

Full Breakdown

Article 22, Division X of the Washington County Zoning Ordinance, adopted effective July 1, 2012, governs outdoor lighting. 3(a) requires exterior lighting to be 'fully shielded using concealed source fixtures directed downward and away from adjacent properties and street rights-of-way,' with all fixtures using full cutoff housings, louvers, glare shields, optics or reflectors to prevent off-site glare. 4(a) then scales pole height to how close the fixture sits to housing: a pole within 50 feet of a residential district or use tops out at 15 feet, 20 feet between 50 and 250 feet away, 30 feet between 250 and 500 feet, and 35 feet beyond 500 feet, measured from grade to the highest point of the light source.

Any pole light within 10 feet of a residential district or use additionally needs 'house-sided' shielding, a visor or shielding panel that directs light away from the residential side. 4(b). 2, but a replacement fixture must meet the current shielding standard.

Violations & Fines

Installing or maintaining an unshielded fixture, or a pole light that exceeds the height allowed at its distance from housing, violates Article 22, Division X and is enforceable under Article 26. Section 22.10.8 lets the Zoning Administrator order noncompliant lighting adjusted on notice; a conviction under Section 26.1 is a misdemeanor carrying a fine up to $1,000, with each day of the violation a separate offense, and the county may alternatively issue a civil citation under Section 26.2.1 capped at $500 per violation.

Yes. Section 22.10.3(a) requires exterior lighting to be fully shielded with concealed-source, full cutoff fixtures directed downward and away from neighboring properties and public rights-of-way.
How tall can a parking-lot light pole be near my house?
