Homes and site development in Sonoma County's Taylor/Sonoma/Mayacamas Mountains (LG/MTN) combining zone must use downward-facing, fully shielded exterior lights capped at 1,000 lumens per fixture, with no more than 1.0 lux crossing the property line. Flood lights are prohibited, and any security lighting must be motion-sensor activated only.

City-specific rules exist: Petaluma, and Santa Rosa have their own dark sky rules rules that differ from Sonoma County's county-level regulations. If you live in one of those cities, check the city-specific page instead.

Full Breakdown

Section 26-90-120 of the Sonoma County Code sets the strictest night-sky standard in the county's zoning chapter, but it reaches only properties inside the LG/MTN (Local Guidelines/Taylor Sonoma Mayacamas Mountains) combining zone, as shown in the County's Zoning Database. Inside that boundary, the lighting rule sits in subsection (c)(2)d. under the Architectural Standards.

Seven separate limits apply. Exterior lighting must face downward, be fully shielded and sit at the lowest possible point to the ground to prevent glare and light pollution. Fixtures cannot be placed at the periphery of the property, and light cannot spill onto adjacent properties or into the night sky. Each luminaire is capped at one thousand (1,000) lumens per fixture. All exterior lighting operating at the same time cannot create more than one (1.0) lux beyond the property line. Roadway, parking and driveway lights must be low profile, full cut-off fixtures. Flood lights are not allowed at all. Any security lighting must be motion-sensor activated only.

The standards apply to single-family dwellings, residential accessory structures and associated site development such as roadways, grading and utilities, when those features are or would be visible from public roads. Exempt are accessory structures that need no Building Permit, agricultural structures and uses, farm family, agricultural employee and farmworker housing, and structures that are not or would not be visible from public roads at the time of construction. The section also states that it does not govern how a dwelling looks from a non-vehicular pedestrian, bicycle or equestrian trail open to the public.

The Department and the Board appointed local citizen advisory committees use these standards under Chapter 26, Article 64 (Scenic Resources Combining Zone) when they evaluate Building Permit applications for single-family dwellings and associated site development. A deed restriction must be recorded stating the conditions of the Design Review or Administrative Design Review approval, so the lighting limits follow the parcel to later owners. Legal dwellings and appurtenant structures that existed on the section's effective date are deemed to comply, but expansions must comply. The review authority can waive or modify one or more requirements only where strict compliance would render a legal parcel unbuildable. The current text reflects Ord. No. 6544 (12-9-2025) and Ord. No. 6532 (10-7-2025).

Violations & Fines

The section prints no separate fine schedule for lighting. Compliance is enforced through the Design Review or Administrative Design Review approval and the Building Permit review run by the Department with the local citizen advisory committee, and the approval conditions are recorded in a deed restriction on the parcel. A plan that shows flood lights, unshielded fixtures, luminaires above 1,000 lumens or spill beyond the property line fails the standard and cannot be approved as submitted. Only a finding that strict compliance would make the parcel unbuildable allows a waiver or modification.

Frequently Asked Questions

How bright can an exterior light be in Sonoma County's Mountain zone?
Section 26-90-120(c)(2)d.3. caps luminaires at one thousand (1,000) lumens per fixture. Separately, the combined glow of all exterior lights operating at once cannot exceed one (1.0) lux beyond the property line. Fixtures must also be fully shielded and downward facing, so a bulb under the cap still fails if it is unshielded.
Can I install flood lights or a security light on my mountain property?
Flood lights are not allowed under subsection (c)(2)d.6. Security lighting is allowed only if it is necessary, and then it must be motion-sensor activated only. A light that stays on all night does not meet the rule, and it must still be shielded, downward facing and within the 1,000 lumen cap.
Do these lighting rules apply to my existing house?
Legal single-family dwellings and appurtenant structures that existed on the effective date of the section are deemed to comply. Expansions to an existing dwelling or appurtenant structure must comply, so a new addition brings its exterior lighting under the shielding, lumen and lux limits.
Which properties are covered by Section 26-90-120?
Only parcels inside the LG/MTN (Local Guidelines/Taylor Sonoma Mayacamas Mountains) combining zone shown in the County's Zoning Database. Even there, the standards reach structures and site development visible from public roads. Agricultural structures, farmworker housing and structures not visible from public roads at the time of construction are exempt.
Can the lighting requirements be waived?
Subsection (b)(6) lets the review authority waive or modify one or more requirements only where strict compliance would render a legal parcel unbuildable. The authority must first find that the dwelling, roads, driveways and utility lines are placed for the least visual impact and that the project does not conflict with Article 64, the Scenic Resources Combining Zone.
