LUO Sec. 21-4.100 governs outdoor lighting in Mililani Town, applying to the Town Center commercial area, Mililani Shopping Center, Mililani Tech Park, and the many HOA recreational parks. Full cut-off shielded fixtures are mandatory for commercial, industrial, and outdoor-recreational development so direct illumination does not spill onto adjacent country, residential, apartment, apartment mixed-use, or resort districts. Non-enclosed rooftop gathering spaces must be shielded to eliminate illumination beyond the rooftop. The ordinance complements HRS 201-8.5 night sky protection strategy.
