(2)Shielding. Full cut-off and fully-shielded lighting fixtures shall be required. Exemptions shall be made for other acceptable outdoor light fixtures. Acceptable outdoor light fixtures shall include those which:a.Are provided with internal and/or external glare control louvers and installed so as to minimize uplight and off-site light trespass.b.Are installed and maintained with aiming angles that permit no greater than five (5) percent of the light emitted by each fixture to project above the horizontal.

Anyone installing outdoor lighting as part of a site, subdivision or construction plan must submit a point-to-point photometric plan prepared by a certified lighting professional or a licensed Virginia engineer, architect, landscape architect or surveyor, documenting fixture type, mounting height, wattage and aiming before the county will approve the plan.

Violations & Fines

Installing or replacing outdoor lighting that isn't full cut-off and fully shielded, or that exceeds the five-percent above-horizontal limit in Stafford County Code § 28-87(c)(2), is enforced as a zoning violation under § 28-311.
