120 (Outdoor Lighting) states the County's purpose plainly: to conserve energy, preserve the nighttime sky, and protect neighbors and wildlife from light trespass, recognizing that the County's development patterns created ideal areas for astronomical observation and enjoyment of the nighttime sky. 7) rules. Frequently Asked Questions

Do I need to replace my existing outdoor lights to comply?
Not automatically. Lawfully installed existing fixtures only have to meet the glare-prevention and timing-control rules in Subsections E.4 and E.7. Full compliance with shielding and light-level limits is triggered when you install new or replacement fixtures, or when an addition or remodel affects 50 percent or more of your structure or its exterior.
How bright can my yard light be at my neighbor's property line?
0.1 foot-candles is the default cap under Section 35.30.120(D)(2). That rises to 0.2 foot-candles where a multi-family lot adjoins a multi-family, commercial, or industrial zone, and to 0.25 foot-candles between two adjoining commercial or industrial parcels.
Are string lights and porch lights exempt from shielding?
Decorative string lights never need shielding. Lights at building entrances under an overhang are exempt too, but only if none of the light they emit projects above the horizontal edge of that overhang or building element, per Section 35.30.120(E)(1).
